Chhattisgarh and Empanel installers build residential solar systems ranging from 1 kW to 500 kW-Mercom India

Chhattisgarh Renewable Energy Development Agency (CREDA) has invited installation suppliers to bid for the establishment of 1 kW to 500 kW grid-connected residential rooftop solar energy in Chhattisgarh according to the second phase of the grid-connected rooftop solar plan of the Ministry of New Energy system. And renewable energy (MNRE).

The final submission date for the online bid is January 5, 2022. The technical tender will be opened the next day. The pre-bid meeting will be held on December 17, 2021.

Company bidding is divided into three categories. The rooftop solar capacity under category A ranges from 1 kilowatt to 10 kilowatts. Class B and Class C capacities are from 10 kilowatts to 100 kilowatts and from 100 kilowatts to 500 kilowatts, respectively.

The scope of work includes determining the roof, design, engineering, manufacturing, supply, storage, installation, testing and commissioning of the grid-connected rooftop solar system under the capital expenditure (CAPEX) model. After the commissioning of these systems is completed, the successful bidder must provide five years of comprehensive operation and maintenance services.

The successful bidder must submit 500,000 rupees (approximately US$6,635) as a performance bond within 14 days from the date of selection.

To participate in the competitive bidding process for Category A, bidders must install and debug a system of at least 1 kilowatt in the past three consecutive fiscal years. Alternatively, the bidder must have commissioned at least two systems with a capacity of more than 10 kilowatts in the past three fiscal years, or should have installed a total of 100 kilowatts of roof systems. Their minimum annual average turnover should be 5 million rupees (approximately US$66,403), and their net assets for the past three fiscal years are positive.

For category B, the bidder shall install and debug a roof system of at least 10 kilowatts in each of the past three consecutive fiscal years. In the past three fiscal years, they must have commissioned at least one system with a capacity of more than 50 kilowatts or a cumulative rooftop solar capacity of at least 500 kilowatts. Their minimum annual average turnover should be 7 million rupees (approximately US$92,965), and their net assets for the past three fiscal years are positive.

For capacities from 100 kW to more than 500 kW, bidders must install and commission at least 50 kW in each of the past three fiscal years. In the past three fiscal years, they must have commissioned at least one system with more than 100 kilowatts or a cumulative rooftop solar capacity of at least 1 megawatt. Their average annual turnover should be at least 10 million rupees (approximately US$132,788). Their net assets must be positive in the past three fiscal years.

The successful bidder must achieve at least 15% annual capacity utilization (CUF) within the five-year warranty period, and according to the MNRE guidelines, the remaining period is 25 years.

MNRE has notified the baseline cost of various capacities for rooftop solar projects in the 2021-22 fiscal year, as described in the table below.

Rooftop solar installations of up to 3 kilowatts will be eligible for a 40% subsidy. Installations of 3 kW to 10 kW will receive a subsidy of 40% of the first 3 kW and 20% of the remaining capacity. The Central Financial Assistance (CFA) will limit 20% of public facilities below 500 kilowatts to group housing associations and residents' welfare associations.

In May 2021, CREDA invited bids to standardize the supply rates for solar modules of different capacities (75 W-315 W) for solar applications in the state.

According to Mercom's India Solar Tender Tracker, CREDA has so far issued a tender for 72.9 MW of rooftop solar capacity.
